How can I use my Swiss documents in Hungary?

Why is it necessary to convert Swiss certificates for use in Hungary?

Since Switzerland is not a member of the European Union, some of the automatic mutual recognition rules that apply within the EU do not apply to documents issued in Switzerland. There is no general bilateral recognition agreement between Hungary and Switzerland covering all document types.

In practice, this means that:

• A Swiss driving licence (Führerausweis) cannot be used directly in Hungary — it must be exchanged.

• Swiss higher education qualifications (e.g. Eidgenössisches Diplom, cantonal college diplomas) generally require recognition or an equivalency procedure for employment or official proceedings in Hungary.

• Swiss social security periods (AHV/AVS, second pillar / berufliche Vorsorge / BVG) can only be counted toward a Hungarian pension if properly certified.

• Registering out of and back into the healthcare system requires separate administration.

At the same time, some things are simpler: Swiss civil status certificates, court decisions and notarised documents with an Apostille stamp (Hague Convention, 1961) can be used directly in Hungary, after translation.

Before moving back home: tasks to handle in Switzerland

The most common mistake is that people only start gathering the necessary Swiss documents after arriving in Hungary — by then, correspondence, replacements and forwarding can take weeks, sometimes months. The steps below are worth completing while still in Switzerland.

Deregistration from the municipality (Abmeldung)

Your Swiss place of residence must be closed with the local municipality (Einwohnerkontrolle / Contrôle des habitants). The certificate of deregistration (Abmeldebestätigung) is an important document: it proves the period of your stay in Switzerland, and it may also be needed by Hungarian authorities.

Requesting an AHV/AVS certificate

You should request a certificate of the contribution period from the old-age and disability insurance (Alters- und Hinterlassenenversicherung / AHV, respectively Assurance-vieillesse et survivants / AVS) from the competent AHV compensation fund (Ausgleichskasse / Caisse de compensation). This certificate is required for Hungarian pension coordination.

Second pillar (BVG) arrangements

When leaving the mandatory occupational pension fund (Pensionskasse), the accumulated capital — if the person returns to an EU/EFTA member state — can be withdrawn under certain conditions. Hungary is an EU member state, but under Swiss rules the mandatory part of the BVG capital (Obligatorium) can only be withdrawn in full upon reaching retirement age, or if the person permanently leaves the EU/EFTA area. The voluntary part (Überobligatorium) is generally more flexible. This is a complex area — you should request written information from the Pensionskasse about your individual conditions.

Cancelling health insurance (KVG)

The Swiss mandatory health insurance (Krankenversicherung / KVG) must be cancelled with the insurer (Krankenkasse), effective from the date of deregistration. Proof of cancellation may be needed for re-registration with the Hungarian National Health Insurance Fund (NEAK).

Employer certificates and payslip (Lohnausweis)

It is worth requesting the following from your Swiss employer:

• An employment certificate (Arbeitszeugnis) — this is the standard, detailed reference used in the Swiss labour market.

• The last annual payslip (Lohnausweis) — this is needed for the tax return and any income certification.

Registration and recognition procedures in Hungary

Address registration and identity

After moving back home, the first step is to register your Hungarian address at the local document office (Kormányablak) in your place of residence. For this you need:

• a valid Hungarian identity document or passport,

• proof of accommodation (title deed, rental contract, host’s declaration),

• Swiss de-registration certificate (Abmeldebestätigung) — not mandatory, but recommended to attach.

Re-registration with NEAK

While staying in Switzerland, your Hungarian social insurance status may be suspended or terminated. After moving back home, your entitlement to healthcare must be restored with the National Health Insurance Fund Administration (NEAK). The way to re-register depends on your individual situation:

• If you have an employment relationship in Hungary: the employer registers you automatically.

• If you do not have an employment relationship: you can become insured by paying the individual healthcare contribution, or on an eligibility basis (e.g. pension, GYED, nursing allowance).

The Swiss KVG termination certificate confirms the end of the previous insurance period and helps avoid disputes over overlapping coverage.

Driver’s license exchange: converting a Swiss Führerausweis

A Swiss driver’s license (Führerausweis) is not directly valid for road traffic in Hungary. It must be exchanged for a Hungarian driver’s license.

Steps in the procedure

1. Contact the Government Office (Kormányablak) at your place of residence or the authority responsible for transport administration tasks.

2. Required documents:

- valid Swiss driver’s license (original), - valid Hungarian identity document, - address card, - medical fitness certificate (if required, depending on the category), - photo.

1. After the exchange, the authority will either send the Swiss driver’s license back to Switzerland or confiscate it — it is worth checking this at the start of the procedure.

⚠️ The procedure fee and the exact document list may have changed in 2025–2026 — it is worth checking the current information sheet of the Government Office in advance.

Recognition of diplomas and professional qualifications

Recognition of Swiss higher education qualifications in Hungary falls under the authority of the Educational Authority (OH). The type of procedure depends on the level of the qualification and the purpose of its use.

Recognition of general higher education qualifications

For non-regulated professions (e.g. economist, engineer for general employment), the OH issues an equivalency decision. The procedure requires:

• the original diploma and its certified Hungarian translation,

• the transcript / transcript of records certified by the issuing institution,

• a document proving the institution’s accreditation (from the SBFI / SEFRI — Staatssekretariat für Bildung, Forschung und Innovation — register),

• application and procedural fee.

Regulated professions (doctor, lawyer, teacher, engineer in an official position)

For regulated professions (where practice is subject to official authorization), the relevant professional chamber or ministry also plays a role alongside the OH. The procedure is longer and requires more documentation.

Swiss professional qualifications (Eidgenössisches Fähigkeitszeugnis / EFZ)

Qualifications from the Swiss vocational education system (Berufsbildung) — especially the EFZ (Federal VET Diploma) — do not necessarily correspond directly to a Hungarian OKJ or vocational training level. A separate procedure is required at the OH, and the outcome does not guarantee equivalency.

Employment and social insurance: recognition of Swiss periods

Swiss employment in the Hungarian CV

The Swiss Arbeitszeugnis (employment reference) is a detailed, text-based document that is less familiar on the Hungarian labor market. It is worth attaching a short summary in Hungarian of the position held, duties, and duration.

Swiss employment and the Hungarian pension

There is a social security agreement in force between Hungary and Switzerland (it entered into force in 1999). This means that AHV/AVS contribution periods earned in Switzerland — if certain conditions are met — may be taken into account when determining entitlement to a Hungarian pension, and vice versa.

Coordination takes place through the Pension Payment Directorate of the Hungarian State Treasury (ONYF). The procedure requires the AHV/AVS certificate (issued by the Ausgleichskasse).

Important: coordination does not mean that Swiss contributions are automatically transferred into the Hungarian system. Each country pays the pension portion due from its own system separately.

Unemployment benefits

Periods covered by Swiss unemployment insurance (ALV / Arbeitslosenversicherung) cannot be directly counted toward Hungarian unemployment benefits. Eligibility for Hungarian benefits is tied to employment in Hungary after returning home.

Apostille and authentication of documents

Switzerland is a party to the Hague Apostille Convention (1961). This means that public documents issued by Swiss authorities — birth certificates, court decisions, notarized documents — can be used directly in Hungary if they bear an Apostille stamp and also have a certified Hungarian translation.

In Switzerland, the Apostille is issued by the cantonal chancellery (Staatskanzlei / Chancellerie d'État). The certified translation in Hungary is provided by the National Office for Translation and Attestation (OFFI) or a court interpreter can do it.
